You need the VisMan filter - Natural / lakeside reflection.

Highlight - r/c and copy and put it in your Browser.
Scroll down to V, it's in the third column.

Let's start with installing the filter.
Now unzip the photo and save it.

Step 1
Open the photo in Photo Impact.
Duplicate (Ctrl+D ) and get rid of the original, we don't need it anymore.
Duplicate the picture two times (r/c - duplicate).

Step 2
Close the eyes of the second and third photo.
Activate the first photo.
Go to Effect VM Natural / Lakeside Reflection.

Follow the screen shot.

Click OK.
Open the eye of the second photo.
Go to Effect VM Natural / Lakeside Reflection. Put in these values.

Repeat with the third photo.

Save as ufo

Step 3
Open the Gif Animator.
Open an existing file and find your saved ufo.

1.frame

Open the eye of the first photo.
Close the eyes of the second and third photo.
Duplicate frame.

2. frame

Open the second eye - close the one below.
Duplicate frame.

3.frame

Open the eye of the top photo.
Close the one below. (NO DUPLICATE FRAME)
Instead highlight the second frame.
Click on Duplicate frame and push this frame to the end.

4.frame

Step 4
If we leave the animation as big as it now, we will have a huge file size.
So, go to Edit - Resize and put in   resize
Now we can optimize.
I have mine optimized with 128 photo.
Save as gif
